CMMI to Conduct Home Health Value-Based Purchasing Survey

Numerous home health agencies received a letter from the Center for Medicare & Medicaid Innovation(CMMI) detailing a survey that will soon be conducted on the agency’s operations and value-based purchasing in home health.

The National Association for Home Care & Hospice had concerns with the survey announcement, particularly in relation to the purpose of the survey, whether it is voluntary, and how CMS intends to use the information.

NAHC reached out to CMMI requesting more information. This was their response:

“The survey referred to in the information letter sent to HHAs that have been selected for either the treatment or comparison sample is part of the independent evaluation of the Home Health Value Based Purchasing model that is being conducted by Arbor Research Collaborative for Health under contract to CMS. The HHA survey asks HHAs about their recent quality improvement strategies and activities, their use of technology, perceived challenges to HHA operation, familiarity with the HHVBP model and questions about their population served and market area. This survey has separate versions for HHVBP and non-HHVBP HHAs. The evaluation needs to contact the latter HHA group to find out what industry trends are for HHAs that are not participating in HHVBP (that is, our comparison group) participation in the survey is voluntary and all agency responses are confidential. Our contractor will not identify respondents (by either name or agency), and will use the responses for the evaluation”
