CMS revised their Provisional Period of Enhanced Oversight program to incorporate policies under the Patient Driven Groupings Model (PDGM) for requests for anticipated payments (RAPs).
In early 2019, CMS announced a Provisional Period of Oversight program that places home health agencies that are newly enrolled or conducting a change of ownership on RAP suppression for a period between 30 days to one year. The program went into effect in February 2019 with program’s announcement.
These new two CMS policies allow for HHAs that are newly enrolled in Medicare on or after 1/1/2019 will not receive RAP payments and CHOWs and changes of information that reflect a 100% change in ownership will be subject to a RAP suppression for a provisional period of 30 days to one year.
