CMS Signals Intent to Study Web-based Administration of CAHPS Surveys

On January 31, CMS published notice in the Federal Register requesting input on plans for Testing of a Web Survey Design and Administration for CMS Experience of Care Surveys.  The request provides the opportunity for public comment on any burden that might be associated with CMS’ plans to conduct a wide array of activities to add web-based administration to the family of Consumer Assessment of Healthcare Providers and Systems (CAHPS) — including the Home Health and Hospice CAHPS surveys – and potentially other CMS surveys.  The request for input is in keeping with the Paperwork Reduction Act (PRA), which requires any federal agency proposing a new collection or revisions or extension of an existing information collection to seek the public’s input to ensure that the burdens associated with the data collection is justifiable. 

CMS states that protocols using only web-based responses would be expected to have very low response rates – ranging from 0 – 5 percent.  However, mixed mode surveys that include a web-based component are expected to yield response rates as high as 40 – 50 percent, which could represent a considerable improvement over current survey response rates.
