CMS to Add Publicly Reported Quality Measure for Home Health

CMS has announced that the Potentially Preventable 30-Day Post-Discharge Readmissions measure is scheduled to be publicly displayed in Home Health Compare with the October 2019 refresh. 

This new measure is one added to the Home Health Quality Reporting Program, HH QRP, by The Improving Medicare Post-Acute Care Transformation (IMPACT) Act of 2014.  In this Act, the Secretary is instructed to specify a measure that reflects all-condition risk-adjusted potentially preventable hospital readmission rates for use in the SNF, IRF, LTCH, and HH QRP.

CMS will post on Compare the home health agency’s performance rate and its performance category—whether the provider’s rate is “better than the national rate,” “worse than the national rate,” or “no different than the national rate” – for this measure.  

Home health agencies can expect to see their Preview Reports for the October 2019 Compare refresh, including this new measure, in their CASPER folders on June 24.
