The United States Senate unanimously approved bipartisan legislation on Tuesday, July 17, to delay until 2020 the start of the electronic visit verification program to document when personal care services are provided.
The House of Representatives passed an identical bill last month, now President Trump has 10 days from Tuesday to sign the bill into law.
The legislation passed by Congress also requires CMS to hold at least one public meeting by the end of 2019 to solicit comments.
As we detailed here, CMS gave directions on how to obtain permission to delay EVV implementation. This new legislation allows states to apply for an extension until January 2021 if they cannot meet the 2020 deadline.
While NAHC supports the use of EVV for personal care services, we also recognize that many states have not advanced the development and implementation of EVV sufficiently to ensure its intended purpose is achieved. Therefore, NAHC supported the legislation in the House and Senate.
