House Approves Labor-HHS Spending Blueprint for FY2020

Recently, the House of Representatives approved legislation that provides discretionary funding for the Department of Health and Human Services.  The legislation calls for a combined $192 billion for the Departments of Labor, Education, HHS and their related agencies.

Funding for the following four programs under the Administration for Community Living are of import to home care and hospice providers:

  • Home and Community-based Supportive Services: $422,000,000 – This program is designed to keep seniors living independently in their homes if possible.
  • Family Caregiver Support Services: $200,000,000 – Amongst other applications, this program provides for respite care for family caregivers.
  • Respite Care: $5,500,000 – In addition to the Family Caregiver Support Services, this program provides grants to eligible state organizations to improve respite care for family caregivers.
  • State Health Insurance Assistance Program: $55,000,000 – This program aids Medicare beneficiaries with navigating the Medicare program, through education, enrollment help and counseling.

This legislation needs to be passed by the Senate to become law.  It is expected that the Senate will make changes before it is passed.
