MedPAC Report Reviews Key Data, Issues in Hospice

As anticipated, the Medicare Payment Advisory Commission’s (MedPAC’s) 2018 March Report to Congress makes recommendation that Congress provide for no annual percentage update to hospice payments for fiscal year (FY) 2019.  The recommendation is based on analysis of beneficiary access to care, quality of care, providers’ access to capital and Medicare payments/providers’ costs.

In order for the MedPAC hospice recommendation to occur, legislative action by Congress would be required. Absent such action, the FY2019 annual percentage update for hospice providers is scheduled to reflect the annual percentage update (based on the hospital market basket value) less a productivity adjustment and an additional 0.3 percentage point reduction (the 0.3 percentage point reduction is scheduled to expire after FY2019).  Hospices that fail to meet quality reporting requirements are subject to an additional 2 percent payment reduction.
