NAHC Releases Draft Comments On 2016 Medicare Home Health Rates & Value-Based Purchasing Regulation

A proposed rule released earlier this summer by CMS will have a significant impact on Medicare home health services in 2016. The proposed rule sets out 2016 payment rates that include third year of rate rebasing along with an additional rate cut for case mix creep. Additionally, the proposed rule unveils a Value-Based Purchasing (VBP) program that would directly affect 9 states starting in 2016 with a 5-year pilot program. The VBP program can be expanded at any time to other states or the whole nation. According to NAHC, one of the benefits of our federal system “is the opportunity for any person or organization to submit comments on proposed federal regulations that must be considered by the federal agency before any new rule is finalized.” The public comment process has historically led to significant changes in federal regulatory proposals, including Medicare home health rules. NAHC encourages home health agencies to seriously consider the submission of comments. NAHC recommends agencies compose their own unique comments, however, NAHC also recommends reviewing the draft comments it has developed on behalf of its memberships. Click here to read more.
