New Report Argues for Boosting Access to Long-Term Care and Caregiver Pay

According to PHI, a national research and consulting organization focusing on the direct care workforce, state-based social insurance programs designed to expand access to long-term care should also improve pay and working conditions.

“According to the PHI report, the average direct care worker is a 41-year-old woman, likely a person of color, with a median annual income of $19,100. The median hourly wage for direct care workers is $11.83, compared to $12.08 more than a decade ago, and one in six exist below the poverty line. The median annual salary for a home health aide was $24,200 in 2018 according to the BLS. That’s above the $16,460 federal poverty level for a family of two, and about $11.57 an hour.”

PHI made numerous recommendations for how state-based social insurance can increase access to long term support services and assist direct care workers, here are a few: increase compensation for direct care workers by establishing a wage floor; enhance training requirements and provide in-person and online training; develop advanced roles to permit career progression and establish an innovation fund and state-level advocate to improve recruitment and retention.
