Regulatory Changes Threaten to Compound Caregiver Crisis

All over the country, a shortage of homecare providers is plaguing the home health industry, with turnover hitting an all-time high of 82% in 2018.

A regulatory change that started on September 1, 2019 in New York is going to make the situation worse, as that is the day the state instituted cuts to their Consumer-Directed Personal Assistance Program (CDPAP).

CDPAP gives seniors and people with disabilities who receive Medicaid-certified home care the flexibility to choose their own caregivers, usually choosing family or friends to provide the care.  Medicaid then pays the caregiver through a fiscal intermediary (FI).  This new change will allow for less Medicaid money for FI’s for their costs, thereby putting many out of business.
