Senate Reintroduces Bill to Address Chronic Illness

Last week, the Creating High-Quality Results and Outcomes Necessary to Improve Chronic (CHRONIC) Care Act, S. 870 was reintroduced with support from the Senate Finance Committee Chairman Orrin Hatch (R-UT) and Ranking Member Ron Wyden, (D-OR), along with Senators Johnny Isakson (R-GA) and Mark Warner (D-VA).

The CHRONIC Care Act extends the Independence at Home (IAH) demonstration and allows Accountable Care Organizations (ACOs) to include the home as a site for telehealth services.

The CHRONIC Care Act will:
• Extend the IAH demonstration for two years
• Increase the cap on the total number of participating beneficiaries from 10,000 to 12,000
• Allow practices up to three years to receive a shared savings payment before they are removed from the demonstration

VNAA is optimistic about the Senate’s decision to allow ACOs to include the home as an originating site for telehealth services. However, VNAA still wants Medicare to recognize non-ACO home health agencies as eligible for the telehealth reimbursement. VNAA will work with Senators on adding potential amendments to the legislation.
