CMS Issues Notice of Admission Business Requirements

The Center for Medicare and Medicaid Services (CMS) has issued Change Request 12227, which provides the Business Requirements to the Medicare Administrative Contractors (MACs) for the home health Notice of Admission. These instructions outline the Medicare system changes and edits needed to implement the Notice of Admission that home health agencies will be required to submit beginning January 1, 2022.

The Notice of Admission will take the place of the No-Pay Request for Anticipated Payment (RAP)and will have the same submission criteria, submission time frame, and penalty applied for a late submission as the No-Pay RAP. However, the NOA will not require all the same information as the No-Pay RAP, such as, a health insurance prospective payment system (HIPPS) code.

CMS issued the NOA companion guide for the 837I transactions and the Medicare Claims Processing Manual instructions for the NOA in earlier communication releases which outline the elements required for the NOA.
