AARP Releases 2023 Long Term Services & Supports Scorecard

On Thursday, September 28, AARP released their 2023 Long-term Services and Supports (LTSS) Scorecard, the fifth iteration of the scorecard, which is released every three years. The Scorecard ranks all 50 states and the District of Columbia based on 26 unique measures grouped into the following five categories:

  • Affordability and Access
  • Choice of Setting and Provider
  • Safety and Quality
  • Support for Family Caregivers
  • Community Integration

Notable measures that focus on homecare providers include home health aide supply; home care cost; and home health hospital admissions. The scorecard is frequently used by AARP and many other advocacy groups to encourage and push state administrations and legislatures to focus on specific areas for ongoing improvement.

The aggregate rankings for the top 15 states are:
