CBO Releases Exploring the Growth of Medicaid Managed Care Report

The Congressional Budget Office (CBO) released a report titled “Exploring the Growth of Medicaid Managed Care” analyzing the current state of managed care in this country, enrollment changes, a breakdown of spending between fee-for-service Medicaid and managed care and the factors that influence them. 

“The CBO report shows a growth in enrollment to 89 percent, up from 63 percent from 1999 – 2012 in some type of a managed care plan. Over the same time span, the total share of Medicaid spending on managed care increased from 15 to 37 percent. This growth clearly demonstrates a trend towards more managed care. However, with the growth that has already been realized, coupled with a somewhat stable population of Medicaid eligible individuals, further growth in enrollment will be limited. The authors of the report suggest that further growth is possible, if not likely, as it accounts for a relatively small share of overall Medicaid spending.”

The report supports the expectations that managed care will continue to grow as states work to reduce fee-for-service expenses.
