Bipartisan Legislation to Grow the Palliative Care Workforce Introduced in Congress

On July 10, 2019, bipartisan Senators introduced the Palliative Care and Hospice Education and Training Act (PCHETA).  The Act is a bipartisan reform to grow, improve and sustain the palliative care and hospice workforce to keep pace with patient need and to help improve the well-being of Americans with life-threatening illnesses and their families.

“Studies indicate that patients receiving earlier exposure to palliative care had:

  • Lower rates of inpatient admissions in the last 30 days of life (33 percent vs. 66 percent)
  • Lower rates of ICU use in the last month of life (5 percent vs. 20 percent)
  • Fewer emergency department visits in the last month of life (34 percent vs. 39 percent)
  • Fewer deaths within three days of hospital discharge (16 percent vs. 39 percent)
  • Lower 30-day mortality rates post hospital admission (33 percent vs. 66 percent)”

PCHETA would grow the number of permanent faculty in palliative care at programs of nursing and others, it would also promote education and research in palliative care.

“Palliative care provides the supports and comfort that allow individuals to participate as fully as possible in their lives,” said NAHC President William A. Dombi. “Fulfilling our Nation’s need for palliative care-trained clinical staff is a widely-recognized imperative in our health care system, and is essential to meeting the care needs of a wide array of patients – including those with multiple chronic conditions, patients with advanced illness, and those who are terminally ill.  The National Association for Home Care & Hospice (NAHC) applauds Senators Baldwin, Capito and others for their continuing efforts to address this need through their reintroduction of the Palliative Care and Hospice Education and Training Act (PCHETA).”

NAHC is asking hospice and palliative care advocates to contact their representatives and ask them to support PCHETA.
