For the first time ever, CMS has announced a new policy that will allow innovators and entrepreneurs to access CMS data, such as Medicare claims. The policy is part of the Administration’s commitment to using data and information to drive transformation of the healthcare delivery system. CMS will allow innovators and entrepreneurs to conduct approved research that will improve care and provide better tools to benefit healthcare consumers through better understanding of what the data says works best in healthcare. The data will not reveal the patient’s identity, but will identify the providers of care. Access to the data will be through the CMS Virtual Research Data Center (VRDC) which provides access to granular CMS program data, including Medicare fee-for-service claims data. Tools and products that innovators and entrepreneurs may use include care management or predictive modeling tools. CMS will begin accepting innovator research requests in September 2015.
