Hospice Quality Reporting Program and HOPE Update

CMS posted a recorded Hospice Quality Reporting Program (HQRP) webinar which provided an update on the development and testing of the Hospice Outcome and Patient Evaluation (HOPE). The HOPE is the standardized comprehensive assessment instrument that will replace the Hospice Item Set (HIS) and, combined with the CAHPS Hospice Survey, comprise the HQRP.

“In the recorded webinar CMS indicated that all of the existing HIS data is incorporated in the HOPE and the existing quality measures derived from the data may be used, revised, or dropped when HOPE is implemented. CMS has convened a Technical Expert Panel (TEP) for the HOPE and will reconvene the TEP in Fall 2020 to review results of the pilot testing and status of the alpha testing.  The pilot testing is completed, and alpha testing is expected to begin in Fall 2020. Beta testing will follow. CMS indicates this is a three-year process and the HOPE must go through the rulemaking process before being implemented.  Therefore, it will likely be a couple of years before hospices see the HOPE.

CMS also recently made the Hospice Provider Preview Reports for the August 2020 Hospice Compare refresh available to hospices in their CASPER folders. The preview reports include the publicly report information from the HIS and the Hospice Consumer Assessment of Healthcare Providers and Systems (CAHPS®) Survey ® Hospice providers are encouraged to review their HIS quality measure results from Quarter 4, 2018 to Quarter 3, 2019 and their facility-level CAHPS® survey results from Quarter 4, 2017 to Quarter 3, 2019.”
