CMS issued an Update to the Model Admission Questions for Providers to Ask Medicare Beneficiaries. This transmittal updates the Medicare Secondary Payer (MSP) manual with model questions providers could ask beneficiaries upon admission.
As part of a Medicare provider’s basic commitment, it must agree “to bill other primary payers before billing Medicare” (42 CFR 48.20(g)), and many home health and hospice providers utilize the questions in the MSP manual to determine the primary payer. Determining the primary payer is required, but the questions used to determine this can be developed by the provider.
The beneficiary does not need to sign the completed questions, but the date the questions were asked, and the answers must be kept on paper, optical image, microfilm, or microfiche for 10 years.
The effective date of the changes is December 7, 2020.
