NAHC Urges Congress to Extend Key Legislation for Home Care Patients

NAHC has joined like minded groups in urging Congress to pass the Money Follows the Person Program (MFP).  The Senate did pass a short-term extension earlier this year, but NAHC is urging for an extension of five-years.

The Money Follows the Person program funds state Medicaid programs to allow beneficiaries to remain in their own home instead of an institution by allowing for personal care services, transportation and home modifications. Spousal Impoverishment protections were put in place so that the spouses of Medicaid institutional long-term services and supports (LTSS) recipients were able to maintain certain levels of incomes and assets without counting against the Medicaid status of the institutional LTSS receiving spouse. These protections were not allowable in cases of patients receiving home and community- based services. The Affordable Care Act extended these protections to HCBS scenarios, but they were not made permanent and have needed ongoing extensions to continue.

A long-term extension is important because several states have stopped transitions under MFP or even dropped out of the program entirely without the knowledge long-term funding. NAHC also urges long-term extension of the Spousal Impoverishment Protections for Medicaid home and community-based services so that aging Americans can remain in their communities.

The program has helped over 91,000 people with disabilities and aging individuals move from institutional settings back to their communities.  It has also shown cost savings. CMS found an average cost savings of $22,080 in the first year per older adult participant, $21,396 for people with physical disabilities, and $48,156 for people with intellectual disabilities.
