NASHP, Hartford Foundation Team Up to Support State Palliative Care Efforts

Medicare and most Medicaid programs do not have a formal palliative care benefits, patients throughout the country are able to navigate some sort of palliative care through home health care agencies, physicians and hospital-based programs.  Development of a more formal model is starting to gain traction in every state. 

In response to the growing interest, the National Academy for State Health Policy (NASHP), as part of a new project funded by the John A. Hartford Foundation, will explore the role states play in improving access to and quality of palliative care for individuals with serious illnesses. NASHP plans to convene state leaders, conduct a 50-state scan of palliative care policies and activities, and develop tools and resources to help states advance palliative care.

NASHP convened a group of state leaders as part of its recent 2018 State Health Policy Conference to explore the many issues and challenges associated with advancing palliative care.  Among the issues identified were:

  • The need for palliative care definitions and standards
  • The workforce shortage as a potential barrier
  • Challenges associated with monitoring utilization and quality
  • Benefits of engaged stakeholders in defining and developing palliative care
