Spending on Home Health Care Down 21.6% Under PDGM

According to a new study conducted by Dobson, DaVanzo & Associates, spending on home health care under PDGM is down 21.6% even though the Bipartisan Act of 2018 requires it to be budget neutral.

CMS made many assumptions about  how home health agencies would adjust their coding and documentation practices, and that they would do everything they could to meet LUPA thresholds to receive the full payment, but these assumptions are proving to be incorrect.
